Missing out on a University place because of capped places

Hello.

From my understanding after looking through the VTAC book, there are limited places/supply of University courses in each institution, with a substantial amount reserved for non-year 12's.

I was wondering, what would my options be if I ACHIEVED the ENTER score required to be "accepted" into first round, however due to there being overwhelming demand relative to supply, I am not accepted? Are University's allowed to do this?

Would my only option be to go to another University, even if my ENTER was enough to get me into a course at Melbourne University?
