I had a multiple choice question that asked:

- helium
- sulfur dioxide
- argon
- nitrogen
The answer was sulfur dioxide

Exactly. Polarity is the right answer. None of those other gases have dipole moments, as they are either noble gases or symmetrical molecules! On the other hand, sulfur dioxide is a V-shaped molecule (like H2O) and certainly is a dipole. And hence, it interacts with water and is soluble. |
