Are University's allowed to do this?

Would my only option be to go to another University, even if my ENTER was enough to get me into a course at Melbourne University?
http://merspi.com.au/questions/325/missing-out-on-a-university-place-because-of-capped-places/326#326 Answer by ScoobaSteve for Missing out on a University place because of capped places ScoobaSteve 2009-11-19T10:18:13Z 2009-11-19T10:18:13Z
I think the answer to your question is yes -- universities probably have the power to change their minds about those things.

Before the Melbourne Model, getting into a course was always about supply and demand. I don't understand how it works now, but I can't envisage it not acting on a similar system nowadays too!
http://merspi.com.au/questions/325/missing-out-on-a-university-place-because-of-capped-places/347#347 Answer by QuantumJG for Missing out on a University place because of capped places QuantumJG 2009-11-27T23:47:54Z 2009-11-27T23:47:54Z
The universities will change the minimal ENTER depending on the demand.

The ENTER may rise a bit if the demand is high (e.g. The bachelor of arts degree (Melbourne Uni) was a good example where the minimal ENTER went from 85 - 88 due to demand), or it will drop if the demand is low. If you get the ENTER required (after moderations have been made) and meet all the pre-requisites, you will be offered a place.
