How do I write an essay on language analysis especially when writing what effect the techniques have on the reader.

Depends on the article.
Work out the intended audience of the article.  For example, if it is a 'girly' topic, written in a 'girly' magazine, the audience would be adolescent girls.  When you've pinned down the audience, then you can match up techniques and emotional impact.  For example, in a 'girly' article, the persuasive techniques would probably be using intimate, informal language, perhaps written in first person, attempting to boost a girl's self-esteem by providing examples of situations she can relate to.  I know this sounds vague, but really I'd need to see the actual article to comment effectively.  If you'd like, send another post through this site and refer to a particular article on a real past VCAA English exam, and I'll be able to be more precise for you.
