Question 1.

Do I say "the Cabinet" or "Cabinet"?
For example, "The Cabinet is made up of the prime minister and senior ministers" or "Cabinet is made up of the prime minister and senior ministers"

Question 2.

What is the point of Cabinet? Do all bills have to pass through Cabinet before going on to parliament? Doesn't that mean that Cabinet would be extremely busy?

In my legal textbook, it says that the cabinet "decides what proposed laws should be put to parliament". It makes it sound like all bills must go through the cabinet first.

It is just cabinet and it is a group of senior ministers that provide the Prime Minster with information and assist in making his decisions
